I've heard many voices that it is hard to get on board with all the restrictions for newbies and the time required to understand the nuances / structures of bitcointalk. What can be changed to improve this (and thus scale bitcointalk) as more people join the ecosystem?

What do you have a problem with exactly? This is a message board like any other and you make posts here relevant to the sub board you're posting in. If you want to move up ranks - which I'm going to assume is what you're really concerned about - then make quality posts over time and you will naturally pass through the ranks. Or are there other nuances you're worried about?

Some questions:

A) Did you had Any problem registering an account here ?

B) Did you experience any issue creating a thread or posting reply ?

C) Do you have any problem accessing any section ?

Be glad that you are able to get all this valuable information for free.

I think this website is only for those interested in these type of things:
1. They want to earn more bitcoin and the other alternative coins
2. People want to explore what other opportunities cryptocurrency can offer more
3. The pieces of information that they gain here help them not just on cryptocurrency but also in their experience in their real life which they can apply on.

So I think this can only approachable for those who wants to learned.
