OK, after using the forum for a couple of weeks, it is enough clear (probably for everybody) that the merit system does not work.
I understand the admins have decided to implement this feature to reduce the spam but has totally freazed all people ranks and also created a parallel market where people on telegram have started to sell their merit for money (that is worst than the account farming etc.).

Also, if we want to say more, I cannot understand why we receive just 1 merit every 2 merits distributed: this means that the more the system goes on, the less merits people have to distribute to other users.

I have understood that some people have the possibility to give merit for post because have like a "source" of new merits (please correct me if I am wrong) but in the various national sections of the forum no one knows who they are and according to which rules they release those merits.

In the end, the system needs many improvements, I hope the admins will hear our suggestions and try to improve the platform as much as it is possible.

It seems that you know something about it. They are abusing the new system hence reporting them to the admin will give them the punishment they deserved. If their ranks freeze, I think the problem there is their posting quality and not the system. If the spam posts is been reduced, then I think the new system is working fine.

But I guess the more you get, there will be a lot of merits to be given and that will be equivalent to spam posts that you give merit into someone even they don't deserve it since you have a lot of them, right?

You have a point since in our local thread, there are only some people that are releasing or giving their merit due to the fear of being banned because they thought that if they give some merit to someone, they might be red trusted for that which is not really true. Though, it is their merit and they can use it however they want to.

In the end, the system needs many improvements, I hope the admins will hear our suggestions and try to improve the platform as much as it is possible.

Every system needs an improvement but the system is still new and we need a little more time to consider that it needs to be improved or not, for now, let's just see what will happen.

A member having barely all his posts in ICO related topics (or in local sections) will get rarely merit and this is the point of the system.
Make useful posts = get a reward, simple

If you “join this greeting”, then I promise that you will wind up with dripping-red negative trust feedback.  Now, I will be watching you.

Try the “constructive posting” idea instead.  On a brief glance over your post history, I see some interest in paid signature ads, and some low-quality posts; but I also see more sincere interest in good posting than the general class of idiots whining about the merit system.  E.g., this showed the correct attitude, albeit a total lack of reading comprehension when viewed in-context:

I think with the attitude you have displayed in some of your other posts, you have a good chance to learn and improve your skills and your posting.  That would benefit you, and benefit the forum community; incidentally, it would earn you some merit the honest way.  Too bad you kill your credibility by asking if it would “really work” to turn into a shameful beggar.  People who see that will avoid giving you merit—and by that, I mean the people who have very high merit, and thus might have sMerit to give.  Including myself.

How about some very simple tweaks like first of all, REMOVING "OFF TOPIC POSTS" from adding to posts counts for users? That ought to be a great start. New rules like this one are better than the merit/smerit system in my opinion.

Obviously you are caught up with the new rank up system. The forum is now no longer a place for easy rank up.  It is not that you can't grow up in your rank, but you have to work hard for it. Just impress someone with a fantastic contribution to the discussion on the thread.

In terms of ranking up on to Jr. Member you don't need it but as for future usage I think you should better understand that getting a merit was not that simple. If I were you, I wont ignore it so that wont regret it later.

Number of quality posts have increased. Spaming has been reduced. Started reviewing / referring / analysing while posting which would make the post more qualified. Really a good system brought forth. This drives us to get merits to move to other stage. Though the merit requirement from Full member to Sr.Member is bit high, number of quality posts have been increased and it supports to contribute the best to the campaigns we join and to the forum.

I guess it's time to remove it again or at least telling the members, that 'smerit' is not a cryptocurrency and you won't have any advantage by hodling it - better panic-donate your 'smerit' during the next correction instead of panic-selling your coins  

i do not think that sources holding their sMERIT , but there are also a lot off people like hero and legendary who has sMERIT to give but even do not know that their sMERIT could be gone/or taken in a given time

so come on , all hero's , legendary's and meritsources , let's all get a change for merit not only people you know , if you do not use your sMERIT they could be gone

Fully agreed with you my friend, those higher ranks they might a smerit source to the lower ranks member just like from full member to newbie member. So far in 1 month in merit system i saw an improvement on the forum even though those people English is not their native language just like me but they are trying their best in posting. But it is the hardest part now to rank up if you can't reach the required amount of smerit. So, those higher ranks member we are family here in forum lets help others to rank up at least by sharing them smerit. You may check the whole post that they have if she/he deserving to have smerit not only higher rank giving to each other smerit or just because they are well known here.

I do agree with you that this will increase the quality posts, but it seems like not everybody is aware of the merit system. Where I think it is a good thing, I also think that it might get hard to really get your merit up high. You have to put faith in the hands of people giving you merit, where not all are aware of the merit system.. I think there could be some improvements made, Like a banner you see when logging in on bitcointalk, so it gets more known!
