This guy came to talk with me in telegram offering this so called "bumping threads services" because I am part of a team in a new ICO and I tried to take something from him. This is what he said to me. It's in my Telegram and his user is @michael500650.
He said me he worked at this Litra Coin project: https://bitcointalk.org/index.php?topic=2145201.0

The said project already has on-going discussions in their thread about the scammy ways they have adopted.And yes taking this post into consideration https://bitcointalk.org/index.php?topic=2145201.msg27073561#msg27073561 (and others obviously) they did seem to have bumped their tread.Not sure if they did that using the same person that offered you the service.You could have played along a bit more and tried to get the accounts involved so it would have been easier to tag those accounts.For now,there isn't any information on the user on bitcointalk or the certainty of their services.
