Do merits stay or go?

If they stay, then merits can be done entirely privately. An example would be using alt accounts to merit a buried / old post, and then delete that post.

If they go, that's neat.

It stays. No need to further test.
What also stays is a permanent log of that merit. The log will be made public soon. No private transfers, full disclosure.
