Justin Dowman, not following "once per 24 hrs" bump rule (I warned him/her b4)

It appears, Justin Dowman isn't respecting & following "once per 24 hrs" bump rule (even after giving him/her a warning on his/her thread):

• On "May 10" I posted:

• On "May 11" he/she replied:

You are so observant. Sorry for that.

• On "May 17", I noticed him/her doing it again (I failed to archive the initial bump, due to being at work and thought he/she has already changed [I was wrong]) so later on, I went ahead and reported this user with the "last few bumps (multiple posts and a bump) of the day" (still "Unhandled"):
• Today, I noticed the exact same behavior from him/her:

- 1st bump
- 2nd bump
On a side note: I'm not complaining about my report, I just want this annoying user to stop (there might be similar actions on his/her other threads [not sure since I didn't monitor those]).

This guy has a couple of threads, and even I think i reported him (not so sure). He is still posting, probably a temp ban would bring him back to senses.

I felt the same way (initially) but he/she, keeps on violating this simple rule (even after being warned) and IMO, that should be more than enough to add more weight to his/her punishment.

admin account can see deleted posts by users ^[1], so "Report to moderator" with clarifying the situation will solve the problem.
Since only admins[theymos/Cyrus] can solve this problem, I think it needs some time.
I do not know if Archived's links are acceptable to Global Moderator

I've actually reported this in the last few days of a different user. Included the link to archive of the previous bump. Nothing was done though, so I assume mods can't see deleted posts and don't accept archive as valid proof? He's still doing it to this day. In fact a lot of them over the marketplace with locked threads specifically are doing it.

If you report the post and he deletes that post then the report will disappear along with it. I banned him anyhow so thread can be locked. When reporting these sorts of spammers report the op of the thread and give as much visual evidence as possible.

Now he just makes new threads with pretty much the same content, thinking that it'll make any difference.
