Too many spammers in Bounties Board. Problem solved!

Surely that all of you can see this situation now. So my idea is set the lowest requirement is only Jr member and above have right to access Bounties Board, many other forums do that, they have certain requirements for member to access some Boards.
What is the purpose:
Since a Newbie account reach Jr rank, it take a period of 6 weeks, 6 weeks = 3 periods of activity: 3*14=42 activities, requirement for Jr rank is 30 activities.
In this times, they don't have right to access Bounty section so they must come around forum, read other threads, learn things, and post constructive posts, because shitposts will most be deleted by Mod.
6 weeks is enough long to have a certain well-known about our forum.
I think this should be activated soon because Bounty board now to crowded. Most newbie account just stay in bounty board and spamming, they don't know what this forum has outside Bounty board.

Then they will look for a new place to publish those worthless posts (or rather other types of low quality posts).

Most newbie account just stay in bounty board and spamming, they don't know what this forum has outside Bounty board.

Most of the higher users (on that section), do the exact same thing.
On top of those:

1. If this gets implemented, a user with a rank of "Newbie" won't be able to provide bounties for their own project.
2. If this gets implemented, more sections should be restricted to "Newbies" or else they will just spam other sections.

1. If someone want to run their own project, he should pay a small amount for a Copper member account. He must invest for his project, i think Copper account is good choice for someone brand new here to run his own project, this also prevent scam project.
2. Maybe more other sections must be restricted. But spam posts in other section will be deleted by Mod. But spam in Bounty was not. because there too much spammers, they just left a quick reply like  nice project, join bounty, join airdrop, xxx project will success...etc but Mod can't delete this.

What sort of spam is going on in there and why is 'spam' in the bounty boards a problem? If a user signs up with the sole intention of claiming bounties then I would rather keep the 'spam' confined to there than forcing them to post elsewhere just so they can hit their rank to then claim bounties because their content will be terrible and forced. This suggestion doesn't really solve anything in my opinion other than making them wait up to six weeks to be able to claim.
