I'm interested in starting a bitcoin mining pool. I have the technical know-how, and I have access to enough resources.

Is it profitable anymore?
Also, is it possible to connect pushpool to an existing pool, so, when I first start out, and I only have a few GH/s, the miners won't have to wait a long time, and once I have a few hundred GH/s worth of miners, I can run my pool independantly?

to connect to an existing pool you need to setup a proxy pool like ABCpool was or BTCOxygen is.
Stratum or eliopool are current pooled mining software, pushpool went with GPU mining.

pushpool is outdated and not suitable for ASIC mining.
