I strongly think that government should legalise bitcoin, because it may become a great revenue source for the goverment by imposing taxes of more than 30% and it can develop our country in so many ways.
I also think that bitcoin can be an excellent way to earn money for the state.

Yes, I think, the government must legalize bitcoin, besides the government can get tax from bitcoin, Bitcoin can also increase global access to trade, that thing it can help trade in a country to continue to grow.

Indeed! Bitcoin taxation will help the government to create more fund to help their people more effectively but even do without taxation but still Bitcoin can help the economy by reducing the unemployment that once it will be reduce then the purchasing power of the people will become strong making the economy to become strong and stable too. Nations like Japan, Germany and France are imposing Bitcoin income of less tax to free of tax in which they already proven that Bitcoin will help their country in ways other than taxation.

but this does not mean that the reason bitcoin becomes legal in a region / country, can the state only receive tax without giving legality to bitcoin. but everything can happen whatever it is always ready and alert.

Since they want to receive taxes, let bitcoin be legalized.

Many governments are still not inclined to legalize bitcoin because of its decentralized nature. They are used to control the currency they issued and other financial services of the country. Japan have already legalized bitcoin but at the same time imposed some regulations and taxation on the cryptocurrency exchanges that are operating in their country.

There are very good prospects at the expense of bitcoin, but why it can not be only a digital currency, and not a means of manipulating people.

In countries with democratic governments, bitcoin and other crypto currency will be legalized in the near future. However, states will admit its circulation on their territory, but they will not actively support and use it themselves. Decentralization of the crypto currency and its greater volatility are a significant obstacle to its use by state structures, and even possibly, business structures.
In other states, the issue of the introduction of crypto currency will be solved long and in different ways.

The main thing is that the members of the government themselves understand this.

So many variants of the country's development with the help of bitcoin, and they instead want to ban the currency altogether.

when bitcoin has been legalized, one of the consequences are tax regulation. Moreover, when there's regulation, it means the government taking over of your control, while bitcoin or other crypto currencies should be remain anonymous, I guess. Legalization is true needed but under some condition, i hope you get what I mean.
