Hello I have a question: Can I run masternodes from my PC if it's turned on 24/7 or the only option for running a masternode is through a VPS? Thanks

Yes you can run but its better if your PC specification is fit enough to became a good masternode.
or the only option for running a masternode is through a VPS?
VPS renting is a good decision making in running masternode WHY? is not expensive , good maintenace and stable network.
