This is my incoming transaction: https://blockchain.info/tx/397fc251b556d7d89a0a6ecca2c349a7ca1b44c3b0eff5042c6f686b8dcfaaec

Was sent more than 1 hour ago and still Unconfirmed.

Why?

It said "Estimated Confirmation Time: 4 hours", now it's 5 minutes, but it changes all the time.

Why transaction behaves in this way?

You might care to search for the thousands of other threads about transaction times. The answer is always the same. Transaction times are not fixed. And certainly normally more than an hour
