Something important: The first user didn't want to send the 15 USD in ETH so I couldn't start working. I need ETH for network fees, it's impossible to create the tokens without ETH. I'd never scam someone for 15 USD, but I know some of you may doubt.

I think there are two problems for OP here. Firstly he is a newbie and secondly he is giving Service of creation of ERC20 at very cheap rate of 50$ and even the first 3 with 15 Dollar. Many people consider this cheap price may be a scam in itself. I have heard people demanding 500$ to 1000$ for a proper token creation.
Anyways the option for OP is to find a Escrow first and Yes, Paypal is a safe option.

Well, If Joaco (The Thread Starter) make the ERC20 first and disburse the 15 USD for  ETH network fee there's no problem unless you're so stupid, fool or idiot to send the payment 1st a newbie account.
