Anyone else see this? Mining is essentially banned in China, except for Bitmain? My first thought: WTF?!?!?

Am I understanding this correctly?

Do you have a source, I tried looking for this and I have found nothing, there was a rumor of that a month ago and it was said it was a lie so if you have anything that can back that claim I will be very interested in reading that since that will be big news.
