Dude you cannot just play arbitrage in Korea and US exchange sites. Every exchange sites create a unique BTC address prefix or suffix code. Korean exchange sites are aware and discourage of taking advantage of arbitrading. You might loss your money or lock your account.

1.Korea is 30% more expensive than the United States.

Firstly it is the policy just made ‘by Korea’ and ‘for Korea ‘only , secondly this might be a possibility that they could have been some sort of misunderstanding that lead them to form such a policy , otherwise country like Korea so eager to move forward cannot implement such a policy out of their ego or any mislead. I think this won’t affect the rest of the world that much because all others are enjoying a good time with bitcoin keeping an eye on the benefits it provides rather than to look for any flaws in it, if it has any.
