Even if you use Bitcoin through Tor, the way transactions are handled by the network makes anonymity difficult to achieve. Do not expect your transactions to be anonymous unless you really know what you're doing.

very necessary, so that no more ICOs do a scam, I think one reason why there are many ICO scams is because there are no laws governing ICO so that everyone can do a scam without fear
but the problem is who will arrange all that? Are there suitable institutions to manage everything?

We don't wanna do ICO we just wanna add blockchain
