I am not sure i am posting the right place but an ico puts a bounty for posting their ann. I believe this is off-limit.

I'm not sure what you mean, but it's a bounty and doesn't seem to be offering any bonuses for posting in their thread and is posted in the bounty section, unless I'm missing something it seems to be fine. In future though, if you feel that a post is incorrectly posted for what ever reason use the "Report the moderator" button at the bottom right of the post.
