It is true for Ethereum based Ico's. But Neo is more safe about the scam problem. Some people are clueless and are depending on luck. They think investing is like gambling which depends on luck (which I never believe in it). And as you said, there are many ICOs which are utter scams. The problem is not within these scammers but with these people who invest.

We can't say %90 of ico are scam it is not true. They are not fake, they are just not built on a legit idea. Also, the 10% is legit worth pretty much.
These basically startups but getting crowdfunded through ICO. Make a good research about the ICO's team. You can understand it from there.

90% is a number that is too high I will agree on that but I do not have any single doubt that many icos or even the majority of icos are scams, and it's getting even worse scammers are getting smarter now they are stealing the good ideas of other projects to make their projects seems like they are more legit in order to try to bring more victims to their scams.

I am also not very much sure about the percentage. It might be wrong but the message that it is giving to all of us is absolutely correct. The number of scams has increased recently and it is far greater than the last year. It is better to show more care with every passing day. More and more people are using internet for fooling others and the worst part is, criminals are tough to be caught.

ICOs are some small part of cryptocurrencies so scam ICOs won't make much changes in the ecosystem but it would be very hard for governments to bring down scam ICOs so they might implement a trading ban just like China.

The founder of ETHEREUM said that over 90% of ICOs are scams. By participating in an ICO, you give your money to a project that probably will never happen. Every day a new ICO comes out ... but what surprises me is that many people invest their savings in these very high risk projects. I think it is much better to invest in real projects already listed on the stock exchange .... of which you know everything well ... For example, BANKERA looks like an ICO scam .....

We can't know for sure how much the price of a coin will be after the ICO, usually after the ICO the price gets dumped if there were lots of bounties and people will try to sell and get fast the money that they have waiting for many weeks or months.

In other cases there should be an increase because the investors should earn something, the development doesn't stop and so it becomes popular, check ETH, it was in ICO too but see how much costs ETH now and how much has cost when it was in the ICO and after the ICO.
