The Blockchain records only the transactions and the new coins created by the miners. If you type one by one all the addresses that can ever exist, it will return 0 or a number (the existing amount of coins). When you create an address online or offline the blockchain doesn't know it.
If you transfer a coin to this address then it will record it and will return the transferred value or the sum of the address.

I want to understand the background of this:
Once I've created my paper wallet offline (with a generator) I go back online and all of a sudden there's a new empty wallet "floating" around somewhere just waiting to recieve coins.
How is this possible when I was offline the whole time during the creation of the wallet? There was no communication with anything on the internet.
