You are right. But actually they are no amateurs. So if anyone knows Spanish I recommend to read the article as I did translate only a very small part of the interview with the developer:

A big deal... Governments don't do interviews, the press does. Wonder where the press is. You live in a parallel world.

coups, endless lies, insults, mafias to any kind of physical, economical and psychological aggression you can imagine. Petro and the people around it are tougher than you can dream, i'm afraid.

For 20 years we've read and seen this insults on the mainstream media, social media and from the people parroting the media, billions have been spent to destroy Venezuela and Chavez... but the violence from the US and the wealthy opposition has been beaten over and over again, peacefully, while the popular support of chavismo has resisted. With the Petro we've seen the same intolerance and arrogance of the colonial brainwashed white men who think they know it all and actually know very little: that makes it even more clear to me that Petro will succeed.

To be fair, even normal size ICO often take far longer then expected from initial idea to full wheels on the ground working enterprise.   Whats usually quicker is the token people can flip, but all the workings of an actual business behind that takes far longer.

I dont know this is the case with Petro but if it really is an ambitious project that will encompass an entire country then thats going to take far longer then a cardboard facade prop up ICO token.   Its possible they are progressing and putting in the workings, people are speculating negatively and positively on this and PTR is not being traded ?  which is frustrating for many no doubt, are they behind schedule officially yet or was it left open.

As far as adversities, I see every economy as challenging itself as naturally everyone wants to profit from exchange of value.   Either the whole exchange system is positive and participants gain in some part on average or it throws itself off kilter and diminishes and alternatives once again take over.

In Venezuela, cryptocurrency exchange websites are blocked by Cantv
JUNE 2, 2018

The blocking of the DNS of the pages comes from the telecommunications and Internet services company of the Venezuelan State, Cantv. Two Venezuelan exchanges and the information page of the organization Dash Venezuela are among those affected. The fact that follows the closure of three exchange houses occurred last month.

For about two weeks in Venezuela, access to some websites related to the exchange and dissemination of information about cryptocurrencies has been restricted, due to an alleged blockage from the main national telecommunications service and Internet connection of the State, Cantv. This blockade could be due, according to some analysts, to accusations of alleged market manipulation and attack on the bolivar, the official Venezuelan currency. This measure can be similar to the one that has been dictated against the websites that publish the price of the parallel dollar in the country, which have been attacked and penalized.

This news follows the situation that occurred during the last month, when three cryptocurrency exchange platforms ─AirTM, Intercash and Rapicambio─ were closed for alleged activities related to the smuggling of notes and the setting of fees parallel to the currency market that controls the state. Currently, affected pages face allegations similar to the closure of these services. The closure of these three platforms was part of the "Operation Hands of Paper", aimed at combating "currency speculation" in which more than a thousand bank accounts were blocked.

Among the pages that have experienced the recent blockade are the exchange platforms Colibit and Cryxto, the official information page of the Dash Venezuela organization, as well as its ally Dash Help, and the DashVen price indicator.

The restricted access responds to a blockade of the DNS by Cantv, a state company attached to the Ministry of Popular Power for Science and Technology. There have also been failures from related service companies such as Digitel and NetUno, which is why service users have had difficulties accessing these platforms in recent weeks. However, it is possible to access them from other Internet connection companies in the country, such as Movistar.

According to the informant "those affected should go to Conatel" (the regulator of the telecommunications sector in the country) to present the claim. However, it is important to highlight that Conatel, also of the State, has closed several means of communication and digital pages.

Facing this situation, Rafael Useche, founder and CEO of Colibit, one of the affected exchanges, says that since the failures began on May 22, the exchange platform team has taken "all possible measures" to continue providing the service.

About accusations of market manipulation, the Cryxto exchange team explains that its objective is not to attack the Venezuelan exchange market and that its platform only accounts for the commercial value of Ripple in bolivars among the users of the exchange.

"The rates indicated in our platform correspond solely and exclusively to purchase and sale operations of the Ripple cryptocurrency (XRP) in bolivars and under no circumstances do we endorse nor recommend they be used for other purposes," reads a tweet from the official account of Cryxto.

It should be noted that none of these exchange platforms is aimed at the issue of referential values for currencies or for the Venezuelan fiat currency; instead, they reflect the prices with which their users exchange digital currencies. Similarly, affected pages such as Dash Venezuela and Dash Help are information and technical support platforms, related to digital currency, and are not related to currency market speculations.

According to an informant close to the representatives of Cantv, who preferred to remain anonymous, there is a blocking order for all those "pages that mark referential speculative prices for the bolivar". Actually, this decision has been made public several times.

The exchange platforms Colibit and Cryxto have been clear with their users about the situation and have created alternatives, such as the opening of technical supports and the possibility for users to withdraw their investment funds from digital assets of the platforms.

Regulation of exchange houses
This news is part of important legislative changes made by the national government in terms of cryptography and that allegedly aim to support commercial operations with cryptocurrencies. However, at the time of writing, the president of Venezuela has only approved the launching of 16 exchange houses that aim to promote commercial activities with Petro, the cryptocurrency issued by the government, and other digital currencies.

To date, none of these exchange houses has officially pronounced on the incorporation of Petro in its platforms. Some of the exchanges that currently operate in the country and have suffered the blockade, are waiting for an official statement by the Superintendence of Cryptoactives and Related Activities, the body in charge of issuing the relevant permits and regulations in Venezuela.

"We are waiting for a formal response from the Superintendency of Cryptoactives and Related Venezuelan Activities (...) this action taken by the State leaves us in a situation compromised with our clients to whom we owe", according to a statement from Colibit sent by mail to its users. And similarly, in a Twitter post on Cryxto.

Independence of terrifying dominance of the dollar has always been the subject of discussion with El Petro, there’s nothing new about it. Your source proves nothing either.

If only Venezuela hadn’t been a dictatorship, it would have been a truly innovative initiative. Taking into consideration that now Venezuela is suspended from OAS, El Petro will soon be under insurmountable pressure.

That's a very curious article. I read a lot about how Russia was involved, this one cleared many things up. And besides, did you translate the part in the end, where it says that venezuelan government didn't even pay them?

Yeah well it takes long to launch an ico and the dates may change that's obvious. But what makes me and other people think that it is scam is that they don't announce any delays, don't give out ANY detailes about the Petro. You always have to look for the information somewhere and can never be sure that this information is trustworthy.

I read the article and I checked all of the articles of "awritwewithfreedom" and I found that almost all are biased attacks, without factual references, on Venezuela, included the article about Petro. So, why should we believe anything this article says?
And, I add, I'm convinced the Venezuelan government hasn't been handling this matter correctly, offering sufficient and timely information.

As much as the paid of the Venezuelan regime sweeten the reality, the petro is a scam. And to the evidence I refer:
