Hello, i found on localbitcoins.com offer, in which somebody would like to buy BTC for price 20% higher than the normal market price. He will pay via SEPA. I would like to ask you, if this offer is scam. If yes, how does it work?

Even if you use Bitcoin through Tor, the way transactions are handled by the network makes anonymity difficult to achieve. Do not expect your transactions to be anonymous unless you really know what you're doing.

There are multiple methods to buy bitcoin using SEPA, so If this user is willing to pay an extra 20% then there is definitely something wrong because it's clearly too good to be true. I can't tell you about the methods being used as I don't know how the exchange work in the first place but I've seen people getting scammed in LB before. Also, don't pay too much attention to the reputation system, some of them are bought accounts.

A Golden Rule should be: never send any BTC out if you FIRST didn't get the FIAT from the buyer. As for the exact ways this scam (if it's a scam) would be carried on, nobody will know until the go down the bitter way.

LocalBitcoins is a really secure system. I did a lot of bitcoin trade through localbitcoins and it was all right. I have been in a lot of trade, like the situation you are in, and these have been done without problems, but that does not mean that every transaction you do on LocalBitcoins will be good. If someone is buying bitcoin at high prices it doesn't mean that he is a scammer. You cannot be sure that he is a scammer until you trade it up with him.

I have been in the digital money trading for a long time and I've seen a lot of scammer types. In such transactions, the buyer pays via a cracked bank account belonging to another person, but as I mentioned in my previous post, the request to buy it at a higher price does not mean he is definitely a scammer.

I assume that this trader doesn`t have any reviews.Never trade with people,who have only 2-3 or 0 positive reviews.There are people,who buy and sell localbitcoins accounts with 100+ positive reviews.How is this possible?Every LBTC account is linked with personal information,such as ID/drivers license copy and phone number.

It could be just someone who is not able to use an exchange and fund his account with a SEPA transfer (probably because of its ID verification)
However it could be someone who will effectively send a SEPA transfer to you but will then contact his bank for an authorized transaction from his account (i.e. "I got hacked, it's not me who sent this transfer) Banks can reverse the payments in some cases, there is not a lot able to do it but once you find the method, people may abuse it.
If you're sure to be safe from a reversal then do it. Otherwise, don't take any unnecessary risk that could flag you as a bandit
