Yet some bounty threads have requirements like these:

So before I go on a report-to-moderator spree - is this kind of bounty spam allowed?

That was the thing that used to happen, but some time ago the regulation moderation has been updated. Doing or ordering to comment on the thread announcement of a project is not allowed, it is because to avoid spam by bounty participants. Especially if it is clearly written and the OP obliges it then it is the wrong action.

Now many campaign managers who have a good reputation have applied the rules, for example yahoo who always say "Helping bump the Announcement thread would be appreciated but not required".

You can take action in accordance with the rules and I think you are on track to improve the quality and contribute to this forum.

That kind of bounty spam is not allowed and you are free to report the post quoted above as you see fit. Even if those accounts used in posting the OP is a copper member(users who paid for special privileges for newbie), they should still abide with the rules of bitcointalk forum itself and take time to read the rules and pinned post. If you see other bounty campaigns doing the same thing, then feel free to report them anytime.
