It is neither a bug nor an abandoned feature. It is just that we are still working on creating a more generalized signing scheme that lets people sign with things like P2SH addresses (e.g. sign with a multisig address). There is simply no standard yet for signing with such scripts or with Segwit.
Note that you don't actually sign with an address. You sign with a public-private keypair and your wallet interprets it as an address. Your wallet could just as easily interpret it as a segwit address. We are working on creating something that actually specifies the address type, and more generally, allows signing with scripts.

even new bitcoin core doesn’t yet support segwit addresses.
Note that some RPCs do not yet support segwit addresses. Notably, signmessage/verifymessage doesn’t support segwit addresses, nor does importmulti at this time. Support for segwit in those RPCs will continue to be added in future versions. [1]

Electrum is available on the android form. Main purpose of use this multisig wallet to avoid the risk free transaction from the hackers. I have checked about via Google and find the some of the trusted wallets can be used in Android. Please find those below.
1: Electrum (Desktop and Android)
2: Coinbase (Web wallet and Android)
3: Armory (Desktop)

Segwit addresses cannot sign messages.

Alternatively, i suggest you use Coinomi. Best android wallet out there. You can sign with legacy address there.

What's the setup of the multisig?
2-of 2?

Only Electrum so far supports Bech32 addresses so no other one will work.

It depends on how your wallet is set up.
If it's 2 of 2 or 2 of 3, and one copayer is  your desktop wallet, and the other is your Electrum for Android,  then you can generate a QR code from your desktop wallet and scan the QR code from the mobile Electrum wallet.

Note that the android version of electrum does not support signing the transaction or I could not find this function.

For the mobile app you'll have to scan the QR code gotten from the desktop App to sign the transaction.
