Maybe I am wrong, but it seems like most ICO's have a hard time passing the 10MM mark, getting the 3-4MM seems easy enough, but something happens between there.

The Bitcoin network protocol was designed to be extremely flexible. It can be used to create timed transactions, escrow transactions, multi-signature transactions, etc. The current features of the client only hint at what will be possible in the future.

With the relative success in collecting funds with ICO, almost all startups and a lot more scam have oriented themselves to this easier way of fundraising. And with the large amount of options and limited funds, investors have started choosing the real profitable ICOs and hence decreasing the cash flow on the less popular and fake ones.
