A virtual credit card or a bank account is what you need? If only VCC, I suggest using Coinsbank, they provide Visa and they were not touched by the recent issues.

Either that they are running out of credit cards in stock, or that your country isn't supported by Coinsbank.

A quick read suggests that most of these stats are up to date. No guarantees though with the wavecrest situation last year and early this year, anything can change at any moment with virtual crypto debit cards.
Find the service that fits your needs the most, except spectrocoin since there are multiple reports of it being a scam site.
Most of the services are going to be restricted to EU only as well. Don't expect too good of a service or any at all if you are outside of the EU.
