write to Xilinx. You will be asked to register your company than u will be able to make order. If you don't have any company than you should try to speak with @senseless or @gpuhoarder, but as i know their orders are already full.

Exactly the links i was going to post. Somewhat related, you could also check out http://squirrelsresearch.com

With regards to buying from Xilinx themselves, it might not be advisable unless you are a hardcore dev/engineer. As far as i know the ones that @GPUhoarder or @senseless are already semi-custom built specifically for mining.
