TL;DR;

The rule change referenced in the title basically mean that only Cantor is allowed to bring the Senate's clear CR ("restart the government") to a vote in the House. Even if more than 50% would vote to pass it, even if 90% would vote to pass it, he could still prevent it by refusing to allow them to vote on it. This was never the case until two weeks ago.

Do you really think that is correct?  From what I have seen in the UK, US and Ireland, its when all parties are in agreement that you are really stuffed.  Iraq invasion, property subsidies that lead to the bubble, the UK joining the EMS, Ireland accepting a punitive bailout; all agreed on a bipartisan basis and all disasters. 

Personally I think its the job of the opposition to oppose.  Its hard for them when they are winning the argument while losing the decisions.  But thats a lot better than when they rubberstamp the executive.

If they don't get to an agreement soon this can have serious consequences, China his pushing for a change from dollar as a global currency for quite some time, if the US government doesn't get is act together this change may occur.
