Download the Litecoin client if you don't already have it: https://litecoin.org/
  If you do have the client already, copy the binary to a new folder!

*** Back up your existing wallet first, just in case! ***

Make a new file in your Litecoin data directory: litecoin.conf
  Add a line in the file: testnet=1

Windows: make a new file in your Litecoin install folder, where litecoin-qt is located: run.bat
  Add a line in the file: litecoin-qt.exe -datadir=%~dp0

Run the run.bat file to start the client.

Linux/Mac: same litecoin.conf setting as above, then run the binary using -datadir=/path/to/your/litecoin/testnet/directory/

Test out the features of the client with the console window (Help>Debug window>Console) by typing "help" into it.
