I wouldn't worry. Now that Silk Road is done for, he'll hopefully calm down due to lack of drugs.

I didn't know 11-year-old kids used drugs. They're getting younger, aren't they?

He posts a lot of questionable content in gambling, e.g. screen shots of his loss streaks claiming the sites are rigged.  Presently he appears to be trolling one site operator for a BTC.

I really don't think complaining will accomplish much, I'd say if it really bugs you to use the ignore feature, if enough folks hit it I think it changes color further eroding his credibility.

And he obviously doesn't know what he's talking about either. I remember reading one post where he was talking about "DDoS ASICs"

I think it is a major function of there not being a moderator for the gambling thread where he posts most of his nonsense.

Yes, I can ignore him, and have done so, but many reply to him and often he seems to be trying to demand money from site operators.

Apparently trolling and off-topic spam are against Bitcoin Talk rules.

All of his posts violate these rules. Why is he not banned?

Even if that account is banned, he will be backed with a new account.

True, I still think he should be banned when possible. Will at least make it more time consuming for him to troll.

I'm pretty sure more than one of his accounts have been banned for at least a few weeks.

The primedice topic is full with his posts (with more than one account apparently) .and the really annoying thing is that he asks for bribes clearly in public to leave there topics free.
