Hi,

The GPU light (top light) of one of the RX 580 8GB stock OC installed in my rig has been constantly (slowly) blinking. And I suspect the same card is giving 2 MHz lesser than other cards (i.e. ~22.70).

What could be reason of this blinking and the possible solution?

Do you mean the power led or the video card backlight? If the power indicator then test your PSU and check how you have it and the number of cards connected to it. If you talk about the backlight then it should blink - I have the Vapor and the Strix in the same way.
2MHz or 2Mh? Again, what are the parameters of the graphics card - timings, core frequency and memory?

Sapphire said that's a part of the art .
Maybe that a GPU being working when you set a color Led to indicated a PCB temperature (60-80): Color Blue (60), white, purple, Red. if set a color Led to indicated a fan speed:200-1000++ RPM.

As far as I know it is possible to tune that "blinking" with software which is comes with the card then you can tune it there or even turn off
and one card ( the one monitor is connected) usually shows lesser hashrate then others..
