Every time a block is mined, a certain amount of BTC (called the subsidy) is created out of thin air and given to the miner. The subsidy halves every four years and will reach 0 in about 130 years.

Where are you looking? Check any exchange today and they are all around $9000 so you could buy well below the figure you mention. Depending on where you are you can buy with fiat on some exchanges.

He probably means he wants to buy $11400 worth of btc and not buy them at price per coin. Or I might be mistaken.

Whatever the case, always transact with escrow protection. Use a trust escrow on this list:
