Solution was to google Voynich. This guy created a specific book written with mysterious code.
Wikipedia page shows this code and corresponding Latin letters. I have decoded the letters and than there was a "shift" time.
To be honest I just pasted the letters in to shift decoder and went brute-force and that's it.
