If you are capable of doing such and could help implement it on a particular website what would you require for a fee? The faucet would need to be secure as nails as well.

There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, which will follow the rules of the network no matter what miners do. Even if every miner decided to create 1000 bitcoins per block, full nodes would stick to the rules and reject those blocks.

I prefer you start with gladoss.cc/myfaucet first. After enough exposure, you get more ideas to customize it perfectly.

Good luck.

I'd be willing to help if you need a PHP/Mysql coder for this.
