A website like this doesn't require $50k startup capital. If you really care about this - create a proof of concept, get some people to use it and demonstrate some value then perhaps people will donate to keep it running.

You were cheated and stolen, but as you said, you are not the only one that has been stolen and you will not be the last person to be cheated and stolen, scammers will always exist because people will always invest before doing research and even if they do research or be warned that thing X is a scam, it will not stop people from investing.

So it does not matter if you create this site, yet people will continue to be cheated and stolen.

It does seem to be the main focus in the media right now when ever cryptocurrency is mentioned you hear of fraud being committed.
Just as it was when it first was announced in the news many years ago with silk road.
It will never shake that tainted memory off no matter what it has and will accomplish.
So a website concentrating on this subject matter is needed but I think the asking price for starting it is way out there.

To fight Cryptocurrency ca be in many ways, one is as yours by spreading out the word of victims. Just share my idea, your platform should do tight verification to the victim registered to avoid someone FUD to project competitors.
