The simplest solution for a software wallet on windows is using Exodus. It's pretty basic, and I remember moving crypto from wallet is pretty cheap. Anyway another popular solution is Electrum, but I've never used it. Hope this can be of some help.

What do you mean by low cost? All the software wallets are free, only the hardware wallets cost but they are also cheap.

To start off you can use any one of the popular desktop wallets like bitcoin core or electrum. If you want more security you can pick up a hardware wallet like ledger or Trezor.

Software wallets are free, like the poster above said.
However, if you meant low fees by "low cost" then use a segwit wallet.

Software wallets are free and downloadable. I use coins.ph for holding my coins. In my country, it is known and most used because it is convenient. The security of your bitcoin depends on how you handle your private keys or pins. Make sure you don't share them with anybody. If you want a really safe wallet, you can buy hardware wallets like TREZOR or Ledger Nano $.

If you need a Segwit wallet for low-fee transactions, I suggest you consider Green Address:

I do not recommend using exchange wallets for storing bitcoins. Neither would I suggest using coins.ph which is an exchange wallet with private keys controlled and withheld by the exchange. They do not disclose the keys to their customers.

KYC procedures are mandatory and there are unforeseeable risks which can happen anytime. An example of such risks is the exchange's systems going through maintenance checks which often leads to wallets being inaccessible (not good when you need your coins urgently). Another example is the widespread practice of locking accounts or blocking access to crypto assets unless and until the customer is KYC compliant. This can be a painstakingly long process.

Another risky situation is when an exchange delays withdrawals, despite cleared positive funds on the wallet.

To avoid any of these scenarios, use a wallet you and you alone totally and fully control. By that I mean the private keys or recovery seeds are known and controlled by you alone.

Good old paper wallets are the best. You can't go wrong with them if you can preserve them

I'd like to think that was a typographical error, since that statement is fully inaccurate. All hardware wallets cost money to buy (you could argue they are free to use after paying for them and buying them but that's just being pedantic).



Use the wallets other's recommended like Electrum or Green Address, those are pretty much the best unless you have the resources to run Core. Fees depends on the blockchain load and not the wallet anyway

I would be recommending light weight standalone clients like Electrum, Armory or even Green Address. These are free to use and don't cost you a out a penny to use, but make sure you keep backups of the seed and the wallet itself for security reasons.
