I believe that these hodlers have a lot of influence on bitcoin's value even if they do not liquidate their position. Aside from that, I also believe that they are actively working on manipulating bitcoin's market value, with the intended goal of increasing their position in bitcoins to ensure that they have more control on the market. 2 ways of looking at these whales position right now. One is that they are hoarding and coordinating their efforts, would then do a dump to shatter people's confidence on bitcoin in the hopes that people would abandon it. They can afford to lose billions should they short the system as they are betting on something else that'll benefit from bitcoin's demise. The opposite reason is that they are holding on to their bitcoins to act as a control of sorts, ensuring that bitcoins value stay high - bitcoin's value has been on the rise every year. We're trying to avoid a central bank of sorts, but these whales may be working on consolidating their holdings to act as a central bank of sorts, as majority of the coins would fall under their control.

Of course the smart money without having fear and focusing on a mid term to long term hold is buying as much BTC as they can.
They let the price range for a while and small retail investors losing faith, giving up and leaving the play field. That is what is happening now and probably for a few more months.
So be patient and buy each week or each month a bit if you can not trade or don't want to trade.
Imo we won't see any big price action until summer at least.

if you want to be FUD bulletproof....all you need to do is take a look at the top bitcoin wallets......they are actually BUYING....NOT SELLING....https://bitinfocharts.com/top-100-richest-bitcoin-addresses.html

yeah they actually buying but after they gained enough on it they will manipulate the price into the lowest price which is they sell and buy back for another round . Actually that is the common reason why the price nowadays always manipulate to another price.

The price is already quite low, of course now it's time for them to buy, now more investors is looking for certainty, many pressure is coming from the government, and all the banning news making investors wonder, so the experienced player know now is the best time to buy, stock some to make more profit the future

Did any of you actually click the wallets? You can see a chart of their BTC holdings. Also keep in mind that the biggest ones are just exchanges:

1. the biggest wallet out there 3D2oetdNuZUqQHPJmcMDDHYoqkyNVsFk9r = bitfinex,
2: 16rCmCmbuWDhPjWTrpQGaU3EPdZF7MTdUk = bittrex,
3: 16ftSEQ4ctQFDtVZiUBusQUjRrGhM3JYwe = binance
4: 3Cbq7aT1tY8kMxWLbitaG7yT6bPbKChq64 = Huobi
5: 3Nxwenay9Z8Lc9JBiywExpnEFiLp6Afp8v = Bitstamp
6: 1FeexV6bAHb8ybZjqQMjJrcCrHGW9sb6uF = I think a whale. Didn't do anything though for the last years.
8: 1HQ3Go3ggs8pFnXuHVHRytPCq5fGG8Hbhx I also think a whale. Also didn't buy anything the last few years.

etc etc The others, most of them either haven't bought recently, or have been selling. Do your research.
