Transactions must be included in a block to be properly completed. When you send a transaction, it is broadcast to miners. Miners can then optionally include it in their next blocks. Miners will be more inclined to include your transaction if it has a higher transaction fee.

I don't see why you can't easily purchase 400 BTC on an exchange. Taking your VISA as payment would be pretty high risk, as a simple chargeback would make the seller lose a lot of money.

Setup a Dwolla account and deposit it in your Exchange of choice CampBX, Tradehill, MtGox.

or use Bitmarket.eu and you can pay using Paypal.

That seems uncalled for ninja is giving him advice on where he can in a much less sketchy way than this forum buy his coins in bulk although i may not agree with all the referal links people are stuffing in their signatures lately (i've seen some that are 4 or 5 different referal links) he does deserve the referal for pointing him in the right direction.
