Comparing to December you neglected the most obvious thing, it's a lot cheaper. On your points:

1. Lightning network isn't actually here yet, most of the improvements is due to exchanges batching their transactions and segwit adoption, it still remains to see how a large spike in transaction volume would be handled because there has been a decrease of late in overall transactions.

2. We don't have new regulations yet, we just have a clearer picture as to where most countries are going to go from a regulatory standpoint. In that most will take an approach which tries to nurture bitcoin and allow it to grow, they'll try to adapt existing regulation to fit bitcoin instead of creating new and harsh regulation.

3. This will only continue to increase, the competition will be good, hopefully one day it will be much easier with much lower fees, I'm sure that is a big deterrent for many potential investors, you lose 2%+ of your investment straight away down to fees etc.

I agree that bitcoin is a good investment option, but the detailed reasons you provided seem not so ensuring and accurate to me. Btc is better than in December for investment, because the current price is low, not due to minor improvements. Moreover, the amount of exhanges is decreasing (at least, potentially), because of the regulations. I remember the news about South Korea banning all exchanges apart from about 5 (I guess it was a long-term plan to lead to this).
