I have also noticed in order to earn merit without posting in those merit giveaway thread or farming from alt account the only way possible is by posting in meta as that's literally the only place where someone can receive merit , there is barely anyone who receives merits for his reply to a discussion which isn't in the meta section

(ri)ta. The Press board usually has a significant chunk of my attention as it's largely on-topic discussion and spam mega-threads are almost unheard of there. Despite not being a coder, I contribute what I can to the Development & Technical boards, because again, there's generally a lower proportion of shitposts to sift through. And on the rare occasion when there's a half-decent thread in the main Bitcoin Discussion board, I'll do my best to make it better. Of the 60 merits I've been awarded, only 4 have come from this subforum. That's less than 7% of my total coming from Meta. If there is a problem with an over-abundance of merit flowing to Meta, I don't see it as a problem with ChipMixer's campaign in particular. Seems to be more of a general issue.
Everyone has certain areas of the board that appeal to them the most, so I'd say just let them get on with it unless there's any clear abuse going on (and there's no sign that's the case here). Plus, I'm sure we'd have threads making the opposite complaint about not enough merit being awarded in Meta if some of the people you're talking about started using it less and spent their time in other subforums instead.
Tangentially related, I am making a conscious effort to no longer award merit in threads where the subject is about merit, unless someone says something truly profound and unique. It's frankly getting ridiculous now.
