I had some problems registering too, but got there in the end
1. You need send a sacn of the page of your passport opened with your photograph showing
2. You need to send a photo of yourself holding the document so that CEX.IO can prove that you are not using a fake passport

Read and follow the instructions carefully and to the letter and you'll be fine

We do accept national ID's in most cases, but sometimes an extra document, such as passport or driver's license, is asked for.
We cannot be too flexible in the verification process, unfortunately, since the legal environment in the Bitcoin industry requires us to be completely sure of your identity to prevent fraud.

Because, I have searched high and low on the various official places that these certs are publicly stored and CEX.IO does NOT appear on any of them.

I expect you will want to delete this post rather quickly as your answer, if truthfull, would probably not put you in a good light in this community.

Withdrawals to third-party wallets are prohibited according to our Terms of Use

So you are prohibitting to withdraw btc from cex directly to another exchange? Are you serious? I guess 80% of all withdrawals are those kind of withdrawal, you can't prohibit this. Or do you want to loose your customers?

Thanks for the clarification there. It doesn't sound so bad now. It is unfortunate that we have to take risks to trade on other exchanges. It would be great if there were an exchange that traded tons of alt coins that was also PCI DSS compliant which didn't have such high minimum transfer rates. I'm sure whoever could pull that off would make a killing looking at the volumes that Poloniex are shifting.

At the moment both systems are running, and the coins will be added to your account as usual. You will receive a notification email, that there is a new address waiting for you.

We at CEX.IO are glad to inform you about the launch of the variable trade fee schedule. Within the new scheme, the schedule is volume-tiered. That means, the more 30-day total volume you trade in your account, the lower fee you get on the following trades. Basically, the new schedule is an improved version of the previously launched Maker-Taker fee scheme and is available on the website.

30-day trade volume, on which the trade fee schedule is based, is recalculated at 00:00 (GMT) each day and includes current day’s trades. You can see your current volume for the last 30 days on the Fee Schedule page.

Within the new schedule, maker fee remains 0% to drive further market movement and higher liquidity across CEX.IO markets.
