That is my belief. Unfortunately, some IcO covers abuse the downward pressure and market forces to release ETH. What makes them believe that keeping funds in ETH is better than USD to stabilize and follow the progress of the roadmap. There are many reasons. It does not just come from ETH congestion or technical issues with transactions / s.

Just because ETH has rise for couple of days or weeks doesn't make it to moon again. I think now ETH devs need to deliver on there long standing issue of transactions per second limit of 14. They need to take it to couple of thousands tx's per sec at least, if not more. They are very much capable of delivering on there promises and that's when we'll see the more adoption of ETH and mooning it again.

If ripple goes around $1.80 - $2.00 then it can bypass the Ethereum by the marketcap which can be seen from CoinMarketCap.
In general the market cap is increasing awesome and I'm happy to see the green colors in charts and in overall the first page which makes a good feeling to be honest.
$1,000+ is not achievable for the Ethereum for this year with the current trend of the past weeks which is wonderful.

I doubt that its market value is now slowly recovering because the market price of ETH is still on 200usd line. This should send us a message on not to sell right now because profit will be lost.
