i think the other bounty here is not fit doing about for there, but your right if you have old account and higher rank you can join in signature campaign doing posting everyday. the payout is depending from bitcoin price. As we know bitcoin still rise until now and that's make the payout keep lower. Back than, when bitcoin still around $300, min payout was +1k satoshis for each claim. You can invest your money too in their site for another option to grow your money (they are offering ~4% interest annually).

true! if the price of the bitcoin is high then they payout especially in faucet will go low too. if the price of bitcoin will fall then the claims will increase as well. i think this is done so that the faucet will not be abuse and will not lost funds easily or dries the faucet.

The miners fee to withdraw that amount of Satoshi's would not justify the withdrawal, if you ask me. Theres nothing special on that site coz its just a simple hi-lo game and as you said people might really chasing up on the lottery thats why there are still players who do go there and play even on faucet amounts which is very low and i cant think on how i gonna use it on playing.
