It's a very tough situation. I truly believe that this man is the real owner but sadly he can't prove that.
I think there can be one solution. If this man really lost access on 2FA as he claims, then no one should be able to sign in freebitco account, right? If weeks pass and no one signs, then it increases the chances higher that this man was the real owner but we have to consider how often he was logging in his freebitco account.

David, don't you have 2FA backup codes? You can also transfer your mobile phone number. There aren't many other options that comes to my mind, definitely try the last one.

^ How many times I forgot my password but I always recover it through my email account and probably you can do the same. You can access your account through your email address that is associated and I think they will send a link on your email account and also they will send you a new random password and then once you will access it you can change the password. However, what means by 2fA code in your email? So you cant access your email address I am right? I suggest you reach out to their customer support.

the freebitcoin company give me a bad answer. They need me make a sign from that address. But I don’t have private key how can I make it . Really not good. Other company if you lost 2FA you can use email to support maybe you just sent you passport photos or write down some reason then u can remove 2FA but freebitcoin they can’t. The reason people use 2fa is that it secures their Freebitcoin account in the event of their email account getting hacked. Without 2fa someone who has control of your email account can reset the password, authorise their login and authorise their withdrawal. They also will have access to all the old emails we sent you confirming your deposits and withdrawals so they'll know all the relevant addresses.

Exchanges if they don't give your private keys when you create your account and create your receiving addresses, they will never give you private keys later even you try to create support tickets.

That makes complete sense. At first I thought what would a person do if he has 2fa setup but don't have the private keys to the address.
In this case email can be used to recover the account but having 2fa setup was for a cause.
2fa has a higher priority over email verification and in Davidyyyyy's case he has no option but to lose the access to his account.
This is a solid reason why we should use our own addresses with our private keys and not use addresses on an exchange.

^ I really love the bet side when I want to bet on the underdogs because odds are a lot higher there, but my oh my the bets on the favorites are low.  However lately that hasn't been the case Which shocks me a lot, like check out city and Liverpool, they both have insanely low odds normally in other places, and it is even higher here. Meaning that the odds for the favorites are clearly (and by a good margin) is better here.
