What do you even mean by this? I have the impression that you don't quite know what Bitcointalk is all about.
May I suggest that you read the "Unofficial list of (official) Bitcointalk.org rules, guidelines, FAQ" - https://bitcointalk.org/index.php?topic=703657

This should clear things up, at least regarding some of the questions you may have. But 'moving away from Facebook' and seeing BitcoinTalk as a substitute won't work I'm afraid.

There is a poll attached to this thread asking a question, that is "What has been the hardest thing to learn about BTT?" and if you see the options in the poll, you will understand that OP is not talking about the rules, but he is talking about the general usage of the forum like posting images, or doing some other things that are quite complicated for users new to forums.

Almost all the things are challenging for you if you are new to BBCode forums where everything is supposed to be written within code patterns in order to be shown in the post and if you are not very much familiar with coding stuff. But in my case, I already knew the things, or learnt them very quickly as I have been quite into coding from quite a long time. So I didn't really have much difficulties nor I had to learn a lot.

Please don't bring any more spammy low grade posters to Bitcoin Talk. We're sinking under the flood of low grade immigration. They'll never earn any merit, or get any decent rank, so they would do better finding another source of revenue.

I very well saw the poll. My question remains so does my statement since he obviously doesn't know what BCT is all about. It's not about social interaction in form of one-liners and status reports with an emoji after every word.

Therefore I linked him the "Unofficial list of (official) Bitcointalk.org rules, guidelines, FAQ" so that he has a point of reference. This poll clearly shows that he needs it.
Did you have a look at it yourself? It's not only about rules but about the DOs and DON'Ts of the forum and as I said, BCT is no substitute for Facebook.

If you are after marketing, there are plenty of other options to use. BCT is almost like Github, a traditional marker of trust and a basic point of diligence for most users (although this is changing, as all ICOs are not using the board at this point). The board isn't quite what it used to be, you would do better with a small group of enthusiast to make a private channel for discussion.

Also, this is a very valid question. OP post was not formed well, but raises a very cogent issue, is BCT effective?
