If you want to climb in bitcointalk, first word is newbile to jr.member you need 30 Posts was Activity .
To have 30 activities you need to comment on the other person's toppic, or create a custom title
from jr.member or higher>
You need to have at least 60 activities and 10 merits, you can earn merit through the quality topic you created, or comment on what others are interested in they will give you.
This is a list of the steps and amounts to be achieved

Rank   Required  activity   Required merit
Brand new   0   0
Newbie   1   0
Jr Member   30   0
Member   60   10
Full Member   120   100
Sr. Member   240   250
Hero Member   480   500
Wish you success in climbing rank bitcointalk

The problem is non-existent as the reward is non-existent. You didn't understand how the system works.

I understand the system just fine, but I do not understand what you're saying. What non-existent problem is there?

Interesting how all those "informative" Merit threads are created by people wearing paid signatures.
99% of all the threads with "Merit" in the subject are created in a hope to collect merit, well this is not the way.
Stay away from chasing the merit and you'll have a better chance to get some.

I still believe there are still users who will be willing to give merits especially if its worth the post even without asking them to give it to use, for what the heck they will just stick their merits on them ,we just need to prove them that its worth it.

This is a big problems with new users on this forum, they are just posting the same content in new threads. If he posted this in official thread about merit system, it would have been much better.
