I these points are signs of a scam ICO definitely.  But now a days, fraudsters go to any length to make the whole project look legit. Such team invest in their scam to make more money from people. They dump such coins immediately they get to the market and exit, if you are investing in any ICO, just know you are taking a risk.

Of course all these points very much show that this is a fraudulent project . But everything changes and many scammers so everything is done correctly, that once you do not understand that he will deceive you .
