Decentralization test, what does it mean?

As the guys above said, it's to prove that network is decentralized: that nodes are chosen randomly and without preference, rewards are given evenly. I think they will do some article with explanation about the test before actually starting it.

It will start in November and last 20 days approximately, so I suppose the speed test will be conducted after that

No, there are no details according to the team stuff, they are on the stage of negotiations btw it is great move to increase project's credibility and investors trust
