Sorry for the bad title, character limit, but what i'm asking is: If i use something like Armory on a laptop that has never been connected to the internet to create a paper wallet, will i be able to send bitcoins to that wallet address even though it's never been connected to the internet before, during, or after the paper wallet was created?

Or am i forced to connect to the internet so the address gets 'discovered' by the bitcoin network?

Yes. These wallets are called cold wallets and are the most secure wallets available provided that your random number generator is good enough. An address is "discovered" when money is sent to it.

Yes.  Addresses don't need to be "discovered".  You don't need to be online to create a new address.  You don't need to be "online" to receive funds.  You don't need to be online to determine the number of Bitcoins an address has received (simply lookup the address in the blockchain using a site like blockchain.info).

The only time a connection to the network is needed (and this can be done indirectly by offline signing) is when SPENDING coins FROM an address.
