If your country has a rule of not giving money to he beggars maybe it's better to give them food. It's a better alternative than simply giving them money. In that case you will know that the beggar will eat a real foor instead of money.

I agree with giving them something like food or clothing. That way you know they are using it for something that isn't destructive. At least that's the general idea.

A country where there is a law against giving money to beggars should have a centre for the less privileged then because they will always exist. If that be the case, there is no wisdom in giving money to beggars on the street when that can lead you to trouble. The best is always to donate to those centres whose job is to care for the less privileged.

If there is a government that prohibits giving to a beggar, I think it is very unreasonable. if we can give, then why do not we just give something that a beggar needs, because he asked not to get away. but if in your place the government forbids a person to give money to a beggar, as a people who are obedient to the rules you must abide by the rules. unless you still have a sense of pity to a beggar, you can break it and give money to beggars.
