With the increaing member on Chinese board , there are becoming more and more advertising posts, scam posts, scrypt-currency posts, so we need someone will on line everyday and clean those rubbish in time.
The forum strives to allow free discussion of any ideas. All policies are built around this principle. This doesn't mean you can post garbage, though: posts should actually contain ideas, and these ideas should be argued reasonably.

Moderators don't normally get involved with scam threads, they leave the community to judge for themselves otherwise if they did get involved it would cause too many problems and they would be getting criticized left, right and center. I'm guessing there's a lot of spam occurring which of course needs to be addressed.
