As you know these days there are many scam projects running over the Ethereum blockchain. As far as I feel, the key reason that people are able to create scam coins or tokens is creating a coin/token in the ethereum blockchain is very easy. Anyone can generate a specific code and make a coin/token.

However since the Eth blockchain is centralized, can't we use that centralization to reduce such scam projects by appointing an unbiased committee to review the coin/token before allowing to create it ? I would like to know your ideas.

Even if the committee review the the coin or token how they can ensure that the project will not stop their process in the middle of ICO or after ICO. Because scammers got so clever now that their token and whitepaper seem to be true and potential. Their should be Laws or penalty for them if they do such thing. To run and apply this laws an unbiased centralized committee can be organized.

So when people create a fraud token, they should be punished.
That's exactly what the SEC in the United States is trying to do now, they're trying to limit the fraudulent ICO program.

NO. Ethereum is already a decentralized platform and we cannot force anything to it. Trying to force something would lead to a multiple of forks and destroy whatever we have made.
Regulation of ICO is to be done by local governments of the country they are based on or are registered to.
