There are several different types of Bitcoin clients. The most secure are full nodes like Bitcoin Core, but full nodes are more resource-heavy, and they must do a lengthy initial syncing process. As a result, lightweight clients with somewhat less security are commonly used.

I'm interested in helping out. I've got several years' experience in developing with PHP and MySQL, and I have a sufficient (though not professional) knowledge of web design. If you send me some slightly more detailed information about your requirements (and perhaps the value of any potential bounty), I'd be very interested in helping you out.
